<P>PROBLEM TO BE SOLVED: To improve operability of an input/output terminal device connected to a plant monitoring control device. Ž<P>SOLUTION: A plant monitoring control system 100 includes: the plant monitoring control device 10; and the input/output terminal device 20 having an input function to the plant monitoring control device 10 and/or an output function from the plant monitoring control device 10. In the plant monitoring control system 100, the input/output terminal device 20 is constituted of a plurality of modules 20a, 20b, 20c, 20d, 20e, 20f, 20g each having a specialized function. Each of the modules 20a, 20b, 20c, 20d, 20e, 20f, 20g includes: a signal connection part allowing detachable connection between the plurality of modules and/or with the plant monitoring control device 20; and a control part controlling the function specialized in the module based on a control signal input from the plant monitoring control device 10 through the signal connection part.
