<P>PROBLEM TO BE SOLVED: To provide: a charging device capable of achieving high durability by simple voltage control operation; an image forming cartridge using the same; and an image forming apparatus. Ž<P>SOLUTION: The charging device includes: a charging roller 2a opposed to a turning photoreceptor 1; charging power sources 30 and 33 applying charging voltage obtained by superposing AC voltage on DC voltage to the charging roller 2a; and charging voltage control means 40 and 41 making the AC voltage of the charging voltage to be applied to the charging roller by the charging power sources equal to the voltage in a charging section in one or several units assuming that a charging area of image-forming of one sheet is minimum unit, but switching it to a high value 2.3 kV and a low value 2.0 kV alternately in one or several units.
