Disclosed is a heat pump system (1) which is equipped with a variable capacity circulation pump (43a) that circulates an aqueous medium within an annular hot water circuit, which controls the amount of cooling medium-side circulation in a cooling medium circuit such that the temperature of the aqueous medium at the outlet of a usage-side heat exchanger (41a) reaches an intended first target temperature (Twls), and which controls the operating capacity of the circulation pump (43a) such that the difference in the temperature (?Tw) of the aqueous medium between the inlet and the outlet of the usage-side heat exchanger (41a) reaches an intended second target temperature difference (?Tws).
