PURPOSE: Iron-based soft magnetic powder for a dust core, a manufacturing method thereof, and a dust core are provided to improve the resistivity of a dust core by employing hydroxyl group on a phosphate coating layer. CONSTITUTION: Iron-based soft magnetic powder for a dust core has a film which includes a phosphate coating layer and a silicon resin coating layer. When analyzing the film through a diffusion/reflection method and indicating the absorption of hydroxyl group occurring between 3700cm^-1 and 2500cm^-1, the peak height of the light absorption is 0.04 or greater.
