<p><P>PROBLEM TO BE SOLVED: To provide a method of manufacturing rolled sanitary paper which has excellent aesthetic appearance while being reduced in the generation of deformed appearance even if design-embossed. <P>SOLUTION: The method of manufacturing a rolled sanitary paper includes a step of pressing, toward long substrate paper, a design emboss roll formed with a protrusion pattern for the formation of a design emboss on the outer peripheral surface of the roll so as to obtain long design-embossed sanitary paper. The design emboss roll is composed of a design emboss roll 50A having protrusion pattern rows 54A which are composed of protrusion patterns 52A of the same shapes arranged repeatedly in a constant pitch along the circumference of the roll and obliquely at a constant angleθ<SB>1</SB>to the circumference of the roll with the protrusion pattern rows 54A arranged at constant intervals in the width direction of the roll.
