<P>PROBLEM TO BE SOLVED: To further properly warm up catalyst according to the rotating speed of an internal combustion engine. <P>SOLUTION: When catalyst is warmed up while operating an engine 22 at a general rotating speed Ne1, an operation condition of the engine 22 suitable to the catalyst warm-up (S820-834) is set, to warm up the catalyst. When the catalyst is warmed up while operating the engine 22 at a rotating speed Ne2 larger than the general rotating speed Ne1, an operation condition of the engine 22 suitable for the catalyst warm-up (S840-854) is set, to warm up the catalyst.
