PROBLEM TO BE SOLVED: To provide a water turbine device capable of generating high torque, in particular even with a minor water flow, and allowing the use also as a dust-collecting device for a water channel. SOLUTION: A level difference is formed along the flow in the water channel, and the hydraulic turbine device 1 is installed at the lower stage of the level difference, wherein a hollow shaft 3A of a tubular bar screen 3 is out-fitted on the hydraulic turbine shaft 2A laid horizontally, an inverse rotation transmitting means 4 is interposed between the hydraulic turbine shaft 2A and the hollow shaft 3A in a bearing part, and the tubular bar screen 3 is rotated reversely by the rotating force of the hydraulic turbine shaft 2A.
