PROBLEM TO BE SOLVED: To provide a skin cosmetic which moisturizes the skin not by imparting pseudo moisture thereto by using an external additive component using a moisturizer such as a polyhydric alcohol but by increasing the formation of a lactate, especially magnesium lactate, itself as a natural moisturizing factor inherent in the skin. SOLUTION: A lactate formation promoter including urea and at least one member selected from the group consisting of sulfated polysaccharides, desirably chondroitin sulfate, dermatan sulfate and salts thereof is provided.
