<P>PROBLEM TO BE SOLVED: To provide a broadcast communication function which distributes a transfer load of a transmission-side server and a communication network and does not perform unnecessary data transfer. Ž<P>SOLUTION: A transmission-side device transmits access information including an access destination of an address or a telephone number of a device storing information to be transmitted and a distribution start time without directly distributing the information.
