<P>PROBLEM TO BE SOLVED: To provide an image capturing apparatus for imaging the face of a driving person without receiving the effect of disturbance light with a simple method. Ž<P>SOLUTION: The image capturing apparatus includes: a light emitting means for irradiating the driving person with light from the upper part of the driver seat; and an imaging means for performing imaging in a driver seat direction from the upper part of the driver seat. The light that the light emitting means radiates includes at least the light with eye-safe wavelength band (about 1.4-2.6 μm).
