PROBLEM TO BE SOLVED: To provide a premium exchange service matched to a game parlor's operation need. SOLUTION: A premium management device 70a or 70b stores, for each lending rate, an exchange permission flag showing whether to permit premium exchange of Pachinko balls of the lending rate in association with the lending rate, acquires a lending rate of exchange object from an exchange recording medium such as a counting receipt or a member card, and determines, based on the exchange permission flag stored in association with this lending rate, whether to permit the premium exchange of acquired balls or stored balls of the acquired lending rate of exchange object. The management device controls to permit, when the exchange is determined to be permitted, the premium exchange of the acquired ball or stored ball of the lending rate of exchange object and to prohibit, when the exchange is determined not to be permitted, the premium exchange of the acquired ball or stored ball of the lending rate of exchange object.
