A power control device comprises: a calculation means (101) for externally acquiring the electricity consumption and maximum electricity capacity of each system and a contract demand for an entire system and calculating the remaining electricity capacities of each system and the entire system; a detection means (102) for detecting, based on a necessary spare capacity indicating an estimated amount of the electricity consumption of a non-control device and the remaining electricity capacities, whether the necessary spare capacity is insufficient or not; a storage means (105) for storing a plurality of power control methods; a selection means (104) for, when detected that the necessary spare capacity is insufficient, selecting at least one power control method from the plurality of power control methods; and an execution means (105) for, until it is detected that the necessary spare capacity is not insufficient, executing at least one application of the power control methods and for, when the necessary spare capacity is secured, putting the at least one power control method on stand-by so that it is detected that the necessary spare capacity is not insufficient.
