PURPOSE: A preflex steel composite pile with a pair of eccentricity loads having different sizes and prestressed load of non-attaching steel strand, a manufacturing method thereof, and a retaining wall construction method using the same are provided to prevent cracks from being generated in a pile during construction and transportation and reduce the cross section of a pile. CONSTITUTION: A manufacturing method of a preflex steel composite pile with a pair of eccentricity loads having different sizes and prestressed load of non-attaching steel strand comprises following steps. An H steel material(13) which introduces a camber to be projected upward is manufactured. A pair of eccentric loads having different sizes are applied on the manufactured steel material. An anchorage is installed on the lower part o one section of the steel material. A non-attaching steel strand(20) is fixed to the anchorage. Lower casing concrete is poured and cured on the lower part wherein the non-attaching steel strand is installed. A pair of eccentric loads having different sizes are removed. The anchorage is mounted on the upper part of one section of the steel material. The non-attaching steel strand is fixed to the anchorage.
