<P>PROBLEM TO BE SOLVED: To provide a cosmetic which gives a light feel (outstanding feeling of use) which does not have stickiness to skin or hair with an outstanding moisture effect, and further is excellent in a rough skin preventing effect (skin improvement effect), a bleaching effect, a fading preventing effect of hair, a protective effect of damage hair, an antiaging action, prevention of skin photoaging, a collagen generation promotion effect, a Maillard reaction inhibiting action, a wrinkle forming inhibiting action, an antioxidant action, a blood circulation promotion action, or a cell growth action or the like.
