The disclosed diffractive optical elements are provided with a substrate (1) that is made from a first optical material comprising a first resin and that has a diffraction grating (2) on the surface, and an optical adjusting layer (3) that is made from a second optical material comprising a second resin and that is provided on the substrate to cover the diffraction grating. The difference between the solubility parameter of the first resin and the solubility parameter of the second resin is 0.8 [cal/cm3]1/2 or greater, and the first resin and the second resin each have benzene rings.
