<P>PROBLEM TO BE SOLVED: To provide a gas diffusion layer enabling of manufacturing a fuel cell which can generate power without water retention on the gas diffusion layer in spite of driving under a high-humidification condition, to provide a membrane-electrode assembly using the gas diffusion layer, and to provide a fuel cell. <P>SOLUTION: Polytetrafluoroethylene, ethylenetetrafluoride-propylenehexafluoride copolymer and a conductive agent, are filled up on the whole porous base sheet as the gas diffusion layer.
