<P>PROBLEM TO BE SOLVED: To provide a developer collection device and an image forming apparatus, maintaining cleaning performance for a transfer belt even if paper dust or foreign matter is caught therein. Ž<P>SOLUTION: A plurality of openings 114 are formed in a base plate 112 of a collecting box 102, and the base plate 112 is curved along the moving direction of an intermediate transfer belt 25. A gap is provided up to the intermediate transfer belt 25 on the upstream and downstream sides of the base plate 112. Therefore, waster toner 108 is stored in the gap so that the waste toner 108 can be stored over the thickness of the base plate 112. Concerning the stored waste toner 108, although the waste toner 108 advances into the collecting box 102 through the openings 114 which are located below the height H of a toner dam 116, the toner dam 116 is formed, so that the cleaning performance is improved by lubrication of the waste toner 108 and abnormal sound is restrained by friction generated between the base plate 112 and the intermediate transfer belt 25.
