<P>PROBLEM TO BE SOLVED: To provide an operating handle capable of fixing a dial position based on a player's operation. Ž<P>SOLUTION: A portion, touched by the player, of a dial 600 is composed of an elastic member such as rubber, and when the player grips a shooting handle with force, the elastic member is pressure-fitted to a handle base 608 to generate frictional resistance.
