PROBLEM TO BE SOLVED: To achieve a power saving mode by bringing a radio base station into a sleep state in accordance with a sleep state of a radio terminal. SOLUTION: After a beacon signal is transmitted, a radio base station transmits a control signal to which information of a base station sleep term has been added, shifts to a sleep state during the base station sleep term, and shifts to an awake state after the lapse of the base station sleep term. Furthermore, the radio base station transmits a control signal to which information of a transmission prohibition term prohibiting transmission from a radio terminal during the base station sleep term has been added. When control information is received, the radio terminal is on standby without performing transmission even if a transmission signal is generated during the transmission prohibition term added to the control signal.
