<P>PROBLEM TO BE SOLVED: To provide a resin composition for light-emitting elements with high luminance and long life prepared at low cost with saving a space by suppressing temperature rise of a light-emitting element and reducing light emission loss, and to provide a support material with an insulative layer, a prepreg, a laminated board for light-emitting elements, a circuit board for light-emitting elements, and a light-emitting device. Ž<P>SOLUTION: The resin composition used for substrates of light emitting elements comprises an epoxy resin, a curing agent, an inorganic filler, and a thermoplastic resin, wherein the thermoplastic resin is a polyether sulfone, the inorganic filler comprises a first inorganic filler having ≥2.2 refractive index and a second inorganic filler having <2.2 refractive index and ≥10 W/m×K heat conductivity.
