Provided is a circulation type fluidized-bed furnace in which desulfurization is conducted within the furnace to thereby attain a sufficient dechlorination efficiency together with desulfurization. The furnace enables desulfurization and dechlorination to be easily conducted at low cost. Also provided is a treating system equipped with the circulation type fluidized-bed furnace. In the circulation type fluidized-bed furnace (1), a waste containing a chlorinated substance is mixed with a fluidized medium and burned, and the fluidized medium is separated and collected from the waste combustion gas with a cyclone (3) and is circulated and used. A desulfurizing material constituted of a powder of a calcium compound is introduced into the furnace to conduct desulfurization therein. The desulfurizing material has a maximum particle diameter of 100 µm or smaller. The cyclone (3) has such particle-separating performance that the cyclone (3) traps the fluidized medium but permits the desulfurizing material to be discharged therefrom while accompanying the waste combustion gas. With the desulfurizing material discharged while accompanying the waste combustion gas, desulfurization and dechlorination are conducted in a flue (21) extending from the cyclone (3).
