PROBLEM TO BE SOLVED: To provide a light emitting device and a light emitting module which can prevent deterioration of an LED chip or a lead caused by gas or moisture.

SOLUTION: A light emitting device 60 adopted includes a resin container 61 which has a recessed part 61a; a conductor part which is arranged so as to be exposed inside the recessed part 61a; a light emitting element 64 which is provided inside the recessed part 61a and electrically connected to the conductor part; a sealing resin 65, which has translucency to the light outputted from the light emitting element 64 and seals the light emitting element 64 in the recessed part 61a; and a barrier layer 90 which is laminated on at least the sealing resin 65.
