PROBLEM TO BE SOLVED: To provide a navigation system and navigation device for exactly estimating and proposing a destination desired by an occupant by voice. SOLUTION: When the current position of a vehicle is positioned on a previously retrieved route or within a predetermined distance range from the route with respect to an estimated destination estimated based on a conversation voice from a predetermined origin position (S156: Yes), the vehicle can be determined to travel toward the estimated destination. Thus, when the vehicle is determined to travel toward the estimated destination, the estimated destination is proposed. When the vehicle is determined to travel out of the route to the estimated destination, the estimated destination is not proposed.
