PROBLEM TO BE SOLVED: To provide a technique for causing a service providing server to stably and efficiently provide services. SOLUTION: The numbered ticket issuing server 11 includes a server monitoring means which monitors the load of the service providing server which provides a service in response to a request from a client 2; an immediate providing possibility determination means which determines whether the service providing server can immediately provide the service; a providing start time calculation means which calculates, when the immediate providing possibility determination means determines that the service providing server cannot immediately provide the service, a providing start time of the service by the service providing server; an immediate interruption means which causes, when the immediate providing possibility determination means determines that the service providing means can immediately provide the service, the service providing means to immediately provide the service; and a numbered ticket issuing means which issues a virtual numbered ticket including the providing start time or a waiting time up to the providing start time.
