PROBLEM TO BE SOLVED: To provide a technique for causing a service providing server to stably and efficiently provide services without using an exclusive server provided with numbered ticket issuing function. SOLUTION: The service providing server 1 includes a service providing processing unit 10 which executes service providing processing for providing a service; a numbered ticket issuing processing unit 20 which executes numbered ticket issuing processing to issue a virtual numbered ticket including a providing start time of the service or a waiting time up to the providing start time; and a resource assignment control unit 30 which controls assignment of resources to the service providing processing and the numbered ticket issuing processing.
