PROBLEM TO BE SOLVED: To provide an apparatus and a method for recording or reproducing data in a configuration where an application execution unit does not conform to the file system of a data recording medium. SOLUTION: A file conversion unit is set between an application execution unit and a file system unit for managing medium recording data in a configuration where the generated file of the application execution unit does not conform to the file system of the recording medium. The file conversion unit converts the generated file of the application execution unit into a file having an allowable file format defined by the file system and supplies the converted file to the file system as a file to be recorded. By this configuration, data are recorded or reproduced in a configuration where the application execution unit does not conform to the file system of the data recording medium.
