<P>PROBLEM TO BE SOLVED: To solve problems of the increase of traffic and the difficulty of setting an optimal relay route in a wireless relay system. Ž<P>SOLUTION: A reception level of a signal transmitted from a handy terminal 300 (or from a slave radio unit relaying a signal transmitted from the handy terminal 300) is measured. When the reception level is equal to and higher than a predetermined level value (V1) and equal to and higher than a predetermined level value (V2), it is determined whether or not a timer means 208 is being started. When the timer means 208 is not being started, a response signal is transmitted to the handy terminal 300, and a timer is started from the transmission of the response signal.
