<P>PROBLEM TO BE SOLVED: To provide an image heating device capable of precisely determining the necessity of recovery processing of a surface state or replacement of a component by evaluating the surface state of a heating rotating body with a simple structure. Ž<P>SOLUTION: A measurement electrode 58 is disposed facing a fixing film 34 and capable of being brought into contact with/separated from it. The measurement electrode 58 is brought into surface contact with the fixing film 34 in a state in which a voltage is applied to the fixing film 34 from a power supply applying a fixing bias, and contact resistance is measured by a current detection circuit 45. Because the surface is roughened up when the contact resistance is equal to or more than a prescribed value, a recovery mode for polishing the surface of the fixing film 34 is performed by using a polishing roller 52.
