PROBLEM TO BE SOLVED: To provide an apparatus for stabilizing the water surface for a water gauge chamber of an aqueduct wherein a flow rate can be accurately measured without making an excessive design. SOLUTION: A steel invert 12 is disposed in the upper half of an open water channel portion of a water gauge chamber wherein the steel invert 12 forms the substantially same cross section as the cross section of an upstream aqueduct and a downstream aqueduct in cooperation with an invert positioned in the lower half of the water gauge chamber. Preferably, the steel invert 12 has an arcuate plate 14 curved upward and an installation plate 16 to install the steel invert 12 in a proper place inside the water gauge chamber.
