<P>PROBLEM TO BE SOLVED: To control effectively image quality displayed by performing scaling processing. <P>SOLUTION: Visual distance between a display screen and a viewer is secured. A scaling method selecting part 21 decides on the optimum threshold out of thresholds for visual distance stored in a threshold storing part 22, based on a scaling magnification rate. Then, the visual distance obtained is compared with the threshold, and an optimum one threshold is selected out of information of a plurality of scaling methods 23a to 23n (n kinds) stored in the scaling method storing part 23.
