<P>PROBLEM TO BE SOLVED: To provide a video recording system capable of reducing a load on a video recorder side in creating a thumbnail based on video information. <P>SOLUTION: The video recording system includes: a network camera 2 and an encoder 4 for transmitting video information obtained by imaging and a thumbnail created based on the video information on every hour, upon detection of an alarm, or in response to a transmission request from this video recorder 5; the video recorder 5 for receiving and recording the video information and the thumbnail transmitted from the network camera 2 and the encoder 4; wherein the thumbnail is created on the sides of the network camera 2 and the encoder 4.
