PROBLEM TO BE SOLVED: To provide a norbornene-based polymer that is variously applicable as a low-loss insulating material and an insulation material produced using the same. SOLUTION: A norbornene-based polymer has at least one substituent selected from the group consisting of -COOR<SB>5</SB>, -L-O-R<SB>6</SB>, and -L-O-CO-R<SB>7</SB>at 5- or 6-position of norbornene and contains at least one type of 50 to 500 repeating units resulting from addition polymerization, wherein R<SB>5</SB>, R<SB>6</SB>, and R<SB>7</SB>are each independently selected from the group consisting of hydrogen, a C1-C6 alkyl group, a C1-C6 alkyl group substituted with an alicyclic group, a substituted or unsubstituted C2-C6 alkenyl group, and a substituted or unsubstituted C7-C31 aralkyl group and L is a C1-C3 alkylene group.
