<P>PROBLEM TO BE SOLVED: To provide an optimizing method of reactor fuel arrangement capable of generating at high speed, fuel arrangement having high quality in the same degree as that by a designer having rich experience. Ž<P>SOLUTION: This method includes: a new fuel arrangement selection process for generating many initial estimation solutions for reactor fuel arrangement; a wide-range searching process for evaluating a core characteristic relative to each of the many initial estimation solutions for reactor fuel arrangement, and acquiring many solution candidates for reactor fuel arrangement having each excellent core characteristic and having mutually each prescribed hamming distance separated as long as a threshold or more; and a local searching process for acquiring the best solution for reactor fuel arrangement by performing optimization search in a restricted range below the threshold of the prescribed hamming distance centered at each solution candidate, relative to each of the many solution candidate for reactor fuel arrangement.
