PROBLEM TO BE SOLVED: To provide a charging member for electrophotographic device, which is suppressed in an image failure called a C set image which occurs when the charging member and an electrophotographic photoreceptor are left in contact with each other for a long period; a process cartridge; and an electrophotographic device. SOLUTION: The charging member for contact charging includes a conductive support 1 and a conductive surface layer 3. The surface layer contains a binder resin and a specific diorganopolysiloxane.
