In a radio communication system, a connection set up between communication devices is identified by a first identifier specifying the communication device which is the transmission source or transmission destination of the connection and a second identifier specifying the connection between the communication devices. If a plurality of data units to which the second identifier is given are included, and if the first identifiers relating to two adjacent data units are different, the data units are transmitted using relay data having a configuration in which a sub-header is inserted between the two data units or into one of the two data units.
