PURPOSE: A packer apparatus for the formation of a surface lower shield wall of an underground well is provided to guarantee the reliability of function even in a narrow underground space by the simple structure thereof. CONSTITUTION: A packer apparatus(17) for the formation of a surface lower shield wall of an underground well comprises a shrinkage portion(11) and a rubber tube(30). The shrinkage portion is formed of an outer shrinkable tube and an inner shrinkable tube. The rubber tube is folded and pressed according to the contraction of the contracted opening part.
