<P>PROBLEM TO BE SOLVED: To provide an oxide-based ceramic having excellent sintering property by combustion synthesis. <P>SOLUTION: Reactive raw materials including at least a metal powder containing a group IV element and having a specific surface area of 0.01-2 m<SP>2</SP>/g, carbonates of elements including a group II element and an ionic-bonding material which generates oxygen upon heating are blended in predetermined ratios, and a powder which is the objective oxide-based ceramic is obtained by a combustion synthesis method at an adiabatic flame temperature of ≥1,500°C.
