PURPOSE: A metal separator for a polymer electrolyte fuel cell coated with a conductive metal oxide layer, and a manufacturing method thereof are provided to use metal materials including stainless steel to maintain the conductivity of the separator without increasing the surface resistance. CONSTITUTION: A manufacturing method of a metal separator for a polymer electrolyte fuel cell coated with a conductive metal oxide layer comprises the following steps: forming a chrome oxide layer(110) on the surface of a stainless steel substrate(100) through an electrolysis grinding treatment to improve the corrosion resistance; sputtering-depositing the conductive metal oxide layer(120) on the chrome oxide layer; and quick annealing the conductive metal oxide layer.
