DISTRIBUTED VIDEO CODING ENCODING AND DECODING DEVICE ESTIMATING FEATURE OF THE SIDE INFORMATION

PURPOSE: A device for encoding and decoding adaptive distributed video for extracting a feature value is provided to eliminate an increase in video decoding time due to a process which requests a parity bit. CONSTITUTION: A key frame decoder(270) decodes a key frame encoded by a distributed video decoding technique. A sub information generator(250) uses the decoded key frame to generate sub information. A channel decoder(210) decodes the generated sub information and the received parity bit. A feature value extractor(260) measures the reliability of the sub information. The feature value extractor transmits the location of the sub information and the reliability of the sub information, which is lower than a reference value, to a distributed video encoding device.
