A mobile device 310 contains at least a first 3160 and a second 3150 type of transceiver for communicating with base stations 110, 120, 130 via a first communication technology and with access points 210, 220, 230 via a second communication technology respectively. The mobile device includes a controller 3140 having: a receiver for receiving communication requests from the application or applications, which requests include an indication of the urgency of the request, together with information estimating the probability of an access point to which the second transceiver can make a connection being within range or coming within range within some future time; a processor for processing the received information to determine a strategy for attempting to satisfy the requests; and a transmitter for sending signals to control the operation of the first and second types of transceiver according to the determined strategy.
