PURPOSE: A tape carrier package improving the uniformity of the picture quality and a liquid crystal display having the same are provided to minimize the fault of the picture quality and improve the long-term reliability. CONSTITUTION: An integrated circuit chip(142) is formed on a base film. An output pad group is formed in one end of the base film. The output pad group comprises a plurality of output blocks. A plurality of output blocks has output pads width of the same. The widths of output pads included in a plurality of output blocks are each other different.
