PURPOSE: A producing method of water-soluble expandable hard polyurethane is provided to prevent the destruction of the ozone layer, to delay the diffusion of fire when a fire breaks out, and to reduce the generation of toxic gas. CONSTITUTION: A producing method of water-soluble expandable hard polyurethane comprises the following: obtaining polyol by mixing more than two compounds selected from the group consisting of polyether triol, polyether diol, polyoxypropylene glycol, polyoxyethylene glycol, and others; forming a resin mixture by mixing 50~80wt% of polyol, 1~15wt % of surfactant, 0.5~5wt% of water, 0.5~7.5wt% of catalyst, and 10~30 wt% of aiding agent; and combining 45~55wt% of resin mixture to 45~55wt% of reagent.
