PURPOSE: Encoding/decoding method and a device are provided to decode bitstream encoded at syntax and semantics according to each standards in the same information recognition type. CONSTITUTION: An encoding unit(2110) encodes data. A function units constituted decoder for decoding the encoded data. A decoder description generator(2120) generates decoder description. A FU(Function Unit) list generator(2140) generates FY list about the function units constitutes the decoder. A packetizer(2150) receives the encoded data. The packetizer packetizes the decoder description, the FU list and the function units corresponding to the encoded data.
