PROBLEM TO BE SOLVED: To suppress generation of dead paper money and to improve fund operation efficiency. SOLUTION: During a dispensing transaction, paper money distinguished as reject paper money in a distinguishing part 3 is held in a temporary holding part 5, and the paper money is returned to each-denomination reject cassettes 4a and 4b for each denomination, is delivered from the each-denomination cassettes 4a and 4b when the paper money in each-denomination cassettes 4c and 4d is insufficient, is distinguished again, and is dispensed to a customer or the like when it is distinguished as being normal.
