<P>PROBLEM TO BE SOLVED: To provide a radio communication device which has improved utilization efficiency of a radio band by adaptively updating a transmission rate selection table on the basis of the retransmission rate of packet transmission at each transmission rate. Ž<P>SOLUTION: The radio communication device (wireless terminal 30) includes: a radio control means 31 for executing the transmission/reception control and retransmission control of data; a radio base station RSSI acquisition means 32 for outputting the average value of the reception signal strength of a radio base station; a transmission rate selection means 35 for setting a transmission rate at which the radio control means 31 transmits the data; a packet transmission result gathering means 33 for summing up the reception signal strength of the radio base station, the transmission rate and the retransmission rate; and a transmission rate selection table updating means 34 for updating the transmission rate selection table on the basis of the retransmission rate for the transmission rate for each reception signal strength summed up by the packet transmission result gathering means 33.
