<P>PROBLEM TO BE SOLVED: To switch quickly and stably from the driven condition by an actuator to the held condition by a holding mechanism. Ž<P>SOLUTION: A compression ratio controller of an internal combustion engine comprises a variable compression ratio mechanism 1 to change the compression ratio of the internal combustion engine in accordance with the displacement of an eccentric cam part (controlling member) which is driven, the actuator 63 to drive the eccentric cam part, the holding mechanism 64 to hold the eccentric cam part, and an engine control unit (control part) 4 to control the operations of the actuator 63 and holding mechanism 64. In the transient in changing over from the driven condition, in which the eccentric cam part is driven by the actuator 63, to the held condition in which the eccentric cam part is held by the holding mechanism, the operation of the holding mechanism 64 is started before the operation of the actuator 63 is stopped.
