PURPOSE: A V-guide-pipe rail operation system for a slope and a horizontal land is provided to control the accurate stop position of a vehicle traveling on a rail and to always maintain the horizontal state of a passenger. CONSTITUTION: A V-guide-pipe rail operation system for a slope and a horizontal land comprises guide rails(51,52), a rack gear part(101), synchronizing wheels, a clutch part, and a pinion gear part. The guide rails are connected through a connection frame(54). The rack gear part is installed in a traveling rail(50a). The synchronizing wheels are arranged in the center of the traveling rail. The clutch part is arranged between the synchronizing wheels. The pinion gear part is arranged on the outer surface of the synchronizing wheels and is geared with the rack gear part.
