PROBLEM TO BE SOLVED: To provide a film having excellent steam barrier property by treating a surface of a cellulose or oxycellulose film with a specified composition so as to solve a problem of low steam barrier property due to high hydrophilicity of the film. SOLUTION: The steam barrier film is obtained by coating a surface of a cellophane film or an oxycellulose film (D) with an aqueous polymer dispersion liquid, which is obtained by adding and polymerizing a monomer mixture (C) containing styrenes and (meth)acrylates to a water dispersion liquid comprising waxes (A) and a polymer (B) of monomers including styrenes, (meth)acrylates, monomers having a carboxyl group and/or monomers having a tertiary amino group.
