A coating layer 44b composed of SiO2 is formed on the surface of fluorescent material particles 44a, and any metal 49 from among Bi, Pb, Sn, and Sb is added to the coating layer 44b so that the metal concentration at the surface of the coating layer is equal to or greater than 0.05 ppm.
