PROBLEM TO BE SOLVED: To effectively perform secondary use of frequency bands (spectrum).

SOLUTION: There are provided a communication system which includes a first communication device that measures the communication conditions around the self device; a second communication device that collects measurement data measured by the first communication device; and a third communication device that determines whether a second communication service is usable that uses part, or all of the frequency band allocated to a first communication service, based on the measured data transmitted from the second communication device.
